Lake Livingston, Polk Coun- ty and the city of Livingston were the subject of a historical article appearing in Southland- er, the of cial publication of Southland Paper Mills, Inc. The article appears in the Summer, 1976 issue of South- lander and describes the evolu- tion of the Polk County area. The article states that Swart- wout, located on the Trinity River, was the principal town in Polk County until Livings- ton was named the county’s seat in 1854.
“With an economy rooted in the manufacture of forest prod- ucts, the Livingston of today
is turning more to the same river that brought prosperity to mother-city Swartwout,” the article states.
Polk County Judge Wayne Baker says in the article that Lake Livingston has contrib- uted much to Polk County and the city of Livingston.
“The completion of Lake Livingston has changed the face of Polk County,” Baker, himself a landowner near
Swartwout, said. “Normally, our county
population runs around 17,000. But on any given weekend,
it swells to 50,000 and more because of the lake’s popular- ity,” he explained.
The article also states that Baker foresees the day when thousands of Houston area residents ... will make their homes around the Lake and commute to jobs 70 and 80 miles in distance.
“That makes downtown Livingston one of the busiest places in Texas,” he added. Polk County Chamber of Commerce President Jerry Pace said in the article that the reason the city of Livingston and Polk County have made such progress is its leadership. “We’ve had the forests, the lake, and the economy, but it takes good leadership to com- plete the package. And we’ve got an abundance of that,” Pace said.
The future of Livingston, Polk County and the Lake is prosperous, County Judge Baker said in the article.
“We’ve got a lot going for
us. A strong economy, some tremendous tourism resources, good water and energy sup- plies, and plenty of willing leaders,” Baker said.
“We’ve got some problems, too. Every growing city and county does. But I feel a very positive attitude throughout the county. I’m very optimis- tic,” he concluded.
